Public Offer

1.1. This document constitutes a public offer (hereinafter, the "Offer") of the Service Provider specified in Section 4 of this Offer, addressed to legally capable individuals and to other persons who, under the legislation of the Republic of Uzbekistan, are entitled to enter into an agreement on the provision of services for participation in the Congress.

1.2. The Offer governs relations between the Service Provider and a user of the aocr2027.uz website (hereinafter, the "Platform") in connection with creating an account, registering for the Congress, selecting a registration category, paying for it, and receiving the services included in the selected registration category.

1.3. The Congress means the 25th Asian Oceanian Congress of Radiology (AOCR 2027), held from 29 April to 2 May 2027 in Tashkent, Republic of Uzbekistan.

1.4. Full and unconditional acceptance of the Offer is constituted by the User performing the actions expressly specified in Section 5 of this Offer. From the moment of acceptance, an agreement is deemed concluded between the Service Provider and the User on the terms of this Offer and of the selected registration category.

1.5. Information about registration categories, registration periods and services for which registration is not open on the Platform, for which no price is stated, or for which no active payment option is available, is provided for information purposes only and does not, by itself, constitute an offer to purchase such a service until registration is opened.

2.1. "Service Provider" means the legal entity providing services for participation in the Congress and specified in Sections 4 and 19 of this Offer.

2.2. "User" / "Participant" means a person registered on the Platform and/or completing registration for the Congress.

2.3. "Congress" means the scientific event specified in clause 1.3 of this Offer, including its scientific programme, sessions and accompanying organisational activities.

2.4. "Registration category" means a type of participation in the Congress determined by the Organising Committee, to which correspond the price and the scope of services displayed on the Registration page of the Platform before payment.

2.5. "Registration" means the User completing, on the Platform, an application for participation in the Congress with a selected registration category.

2.6. "Personal Account" means a protected area of the Platform available to the User after authentication.

2.7. "Abstract" means a scientific work submitted by the User on the Platform for consideration by the scientific committee of the Congress.

2.8. "Payment service" means the payment organisation or system through which the User makes a cashless payment, available on the Platform at the time of payment.

3.1. The Service Provider undertakes to provide the User with services for participation in the Congress in the scope corresponding to the selected and paid registration category, and the User undertakes to pay for the services and to comply with the terms of this Offer.

3.2. The name of the registration category, its price, the composition of the included services, the registration period and other material characteristics are stated on the Registration page of the Platform before payment is completed and form part of the agreement.

3.3. The dates, venue and session schedule of the Congress are communicated to the User through the Platform, the Personal Account or in another specified manner. The scientific programme of the Congress is published on the Platform and may be refined in the manner provided for in Section 12 of this Offer.

3.4. The Service Provider is entitled to use the Platform and related technical services for participant registration, order processing, abstract submission, publication of the scientific programme and the performance of organisational functions.

3.5. This Offer is not an offer of educational services and does not provide for the issuance of an educational document or of any other state-standard document. If a particular registration category provides for the issuance of a document confirming participation, its type and the conditions of its issuance are stated on the Platform before payment.

4.1. The Service Provider is the organiser of the provision of services for participation in the Congress. AOCR 2027 is the name of the Congress and of the Platform; it is not a separate legal entity and is not a party to this agreement.

5.1. Before payment, the User is obliged to review the description of the selected registration category, its price and this Offer.

5.2. Acceptance of the Offer is constituted by the User performing actions evidencing an intention to receive services for participation in the Congress: completing a registration with a selected category, ticking the box confirming agreement with this Offer where the Platform interface provides for one, proceeding to payment and making the payment through an available payment method.

5.3. The agreement is deemed concluded in electronic form from the moment of acceptance. Electronic records of the Platform, of the payment service and other electronic messages may be used to confirm the conclusion and performance of the agreement. The Platform records the identifier of the revision of the Offer that the User agreed to and the moment of such agreement.

5.4. The User is obliged to provide accurate information when creating an account, registering and paying. The User bears responsibility for the consequences of providing inaccurate data to the extent established by law.

5.5. Withdrawal of acceptance after a successful payment is governed by the rules on refusal of services and refund of funds established by this Offer and by law.

5.6. Agreement with this Offer and consent to receive advertising and informational mailings are separate. Refusing mailings does not affect the ability to conclude the agreement or the scope of the services provided.

6.1. The price and the scope of services applicable to the selected registration category are displayed on the Registration page of the Platform before payment is completed. Unless expressly stated otherwise, settlements are made in the soum of the Republic of Uzbekistan (UZS).

6.2. The price of participation is determined by the Organising Committee and depends on the registration category and on the registration period in effect at the time the order is placed.

6.3. Payment is made by cashless means through a payment service available on the Platform at the time of payment. If no payment option is open on the Platform, the service is not available for purchase.

6.4. The User’s payment obligation is deemed performed after the relevant payment service has confirmed a successful payment transaction and the payment has been reflected in the Service Provider’s information system.

6.5. Payment service fees, where applicable and expressly communicated to the User, are paid in the manner established by that service.

6.6. The price of an order already paid is not changed retroactively for that order unless otherwise required by law or agreed with the User.

6.7. The payment details, the amount and the currency of the order are determined by the Platform on the basis of the selected registration category and the registration period in effect.

7.1. The right to participate in the Congress and to receive the services included in the selected registration category arises for the User after the payment has been confirmed and the registration has been completed.

7.2. The scope of services included in a registration category is determined by its description on the Registration page of the Platform as in effect at the time the order was placed.

7.3. The services are provided on the dates and at the venue of the Congress specified in clause 1.3 of this Offer, subject to Section 12.

7.4. The User receives organisational information through the Personal Account and at the e-mail address stated in the account. The Service Provider is entitled to send service messages necessary for the performance of the agreement.

7.5. The User independently ensures the availability of the device, software and internet connection required to use the Platform, and bears their own costs of travel, accommodation, visa processing and other costs not included in the selected registration category.

7.6. Short technical interruptions necessary for updating, maintaining and securing the Platform do not, by themselves, constitute a refusal to provide services, provided that operation is restored within a reasonable time.

7.7. In the event of prolonged technical unavailability of the Platform preventing completion of registration or payment, the Service Provider shall take reasonable measures to restore access and shall take the period of confirmed unavailability into account when applying the time limits established by the registration periods.

• to provide the User with information about registration categories necessary for an informed choice and payment;
• to secure for the User the right to participate in the Congress in the scope of the paid registration category;
• to maintain reasonable organisational and technical measures for the operation of the Platform and the protection of Users’ personal data;
• to inform Users of changes to the schedule, format, venue or other material conditions of the Congress;
• to be entitled to refine the scientific programme of the Congress, to change the order and composition of sessions and to replace individual speakers, provided this does not diminish the declared scope of services under the selected registration category;
• to be entitled to restrict access to the Personal Account in the event of a material breach by the User of the terms of this Offer or of the security of the Platform, subject to the requirements of law.

• to receive services in the scope declared for the paid registration category;
• to contact the Service Provider on organisational and technical matters using the stated contact details;
• to use the Personal Account personally only and not to transfer credentials to third parties;
• to provide accurate information about themselves and to keep it up to date;
• to comply with the rules of the Congress and to interact respectfully with speakers, organisers and other participants;
• not to copy, distribute, resell or make publicly available materials of the Congress and of the Platform without the written permission of the rightholder, except where expressly permitted by law;
• to notify the Service Provider immediately of unauthorised access to the account or of other security incidents.

10.1. The submission of abstracts and their consideration by the scientific committee are independent functions of the Platform. Submitting an abstract does not, by itself, constitute the purchase of a service, does not constitute registration for the Congress and does not give rise to a payment obligation.

10.2. The conditions of participation in the Congress and the payment procedure are determined by registration and by this Offer separately from the submission of abstracts.

10.3. The requirements for abstracts, the submission deadlines and the procedure for their consideration are published on the Platform. Decisions of the scientific committee are taken by it independently, and this Offer does not establish an obligation to accept an abstract for consideration or to include it in the scientific programme.

10.4. By submitting an abstract, the User confirms that they are entitled to present it, that the co-authors they have listed have been notified of the submission of the work and of the transfer of their data to the Platform, and that the content of the abstract does not infringe the rights of third parties.

10.5. Information relating to the consideration of abstracts, including information about reviewers and the content of reviews, is confidential and is not subject to disclosure.

10.6. Personal data of authors and co-authors is processed in accordance with the Privacy Policy of the Platform.

11.1. The User is entitled to declare a refusal of services and/or to request a refund in the cases and in the manner provided for by the legislation of the Republic of Uzbekistan and by this Offer.

11.2. A refund, where it is due, is made by the same method by which the payment was made, unless another method is agreed by the parties and permitted by law.

11.4. Additional conditions relating to a specific registration category, including the deadlines for submitting a refusal, are published on the Registration page of the Platform before payment. If no such conditions are published for the selected registration category, the request is considered on the basis of this Section and of the legislation of the Republic of Uzbekistan.

11.5. The provisions of this Section may not be construed as restricting the mandatory consumer rights established by the legislation of the Republic of Uzbekistan.

11.6. To request a refund, the User sends a request to the e-mail address medschool.uz@gmail.com stating their full name, the e-mail address of the account, the registration or order number, the date of payment and the details enabling the payment to be identified.

12.1. The Service Provider is entitled to refine the scientific programme, the session schedule, the composition of speakers and individual organisational elements of the Congress where objectively necessary, having given the User prior notice by a reasonable means.

12.2. In the event of a material change in conditions making the User’s participation impossible, the parties shall resolve the question of transferring the participation, providing an alternative format of participation, or refunding the funds in accordance with the law and with Section 11 of this Offer.

12.3. If the Congress is cancelled by the Service Provider before the provision of services has begun, the amount paid is subject to refund unless the User has agreed to transfer their participation to another date.

12.4. If the Congress is postponed to another date, a paid registration remains valid in respect of the new date unless the User declares a refusal in the manner set out in Section 11 of this Offer.

13.1. Exclusive and other rights to the materials of the Congress, the design of the Platform, texts, presentations, video recordings, images and other objects belong to their rightholders.

13.2. Participation in the Congress grants the User a limited, personal, non-transferable right to use the materials provided within the selected registration category solely for their own professional purposes.

13.3. Recording, copying, publication, transfer of access, sale of Congress materials and any other commercial use without the permission of the rightholder are prohibited.

13.4. Rights to abstracts and other scientific materials submitted by the User remain with their rightholders. By submitting an abstract, the User grants the Service Provider the right to use it to the extent necessary for the consideration of the work, the composition of the scientific programme and informing participants of the Congress.

14.1. The User’s personal data is processed in accordance with the legislation of the Republic of Uzbekistan and with the Privacy Policy of the Platform.

14.2. The User consents to receive service messages necessary for the performance of the agreement: confirmations of registration and payment, notices of changes to the schedule or to the conditions of participation, messages relating to the account and to security, and other transactional messages.

14.3. Advertising and informational mailings that are not necessary for the performance of the agreement are carried out where there is an appropriate legal basis and/or the separate consent of the User, and may be switched off without consequences for the provision of services.

15.1. The parties bear liability for non-performance or improper performance of obligations in accordance with the law and with this Offer.

15.2. The Service Provider is not liable for the impossibility of using the Platform for reasons beyond its reasonable control, including faults in the User’s equipment, absence of an internet connection, blocking by third-party services and other similar circumstances.

15.3. The scientific materials of the Congress are intended for the professional exchange of experience and do not replace a physician’s clinical judgement, an individual medical consultation, or the diagnosis or treatment of a particular patient.

15.4. The Service Provider is not liable for a refusal to issue a visa, for travel and accommodation arrangements purchased by the User independently, or for other circumstances outside the scope of services of the selected registration category.

15.5. The User is responsible for maintaining the confidentiality of their credentials and for actions performed using their account, unless proven otherwise.

16.1. The parties are released from liability for non-performance of obligations due to circumstances of force majeure to the extent that such circumstances directly affected the performance of the agreement.

16.2. The party for which performance has become impossible shall, where possible, notify the other party of the occurrence and cessation of such circumstances.

17.2. The time limit for considering enquiries and claims, unless another time limit is established by law: 10 working days.

17.3. The parties shall seek to resolve a dispute through negotiation and a pre-action claim procedure. If no agreement is reached, the dispute is resolved in the manner established by the legislation of the Republic of Uzbekistan.

18.1. The Service Provider is entitled to amend this Offer by publishing a new revision on the Platform.

18.2. A new revision applies to relations arising after it takes effect. The terms of an order already paid are not worsened retroactively unless expressly provided by law or agreed by the parties.

18.3. The effective date of this revision: 20 August 2026. The identifier of this revision: offer-2026-08-20.
